Mr Clement Chen, director of Tai Hing Cotton Mill Ltd, is the chairman of the Protection of Wages on Insolvency Fund Board, deputy chairman of the Vocational Training Council (VTC), vice-chairman of the Textile Council of HK Ltd, chairman of the Hong Kong Cotton Spinners Association, director of the VTC Yeo Chei Man Senior Secondary School and member of Textiles Advisory Board. He was part-time member of the Central Policy Unit, HKSARG, and a member of the Labour Advisory Board appointed ad personam.
